It had been removed in 1791 from Wood Street, and served for
debtors and misdemeanants. The second was in the Poultry. The
meaning of the name is not very clear, but it is generally taken
to signify that a person committed to the counter did not emerge
till he had accounted for his debts and had "paid the uttermost
farthing.”
