This Socialist force is new, after the party's recent Congress, fel¬
lowing a clear-cut line : being definitely extreme nationalist, it
showg scepticism towards European integration, tends te sabotage
Germany's pariieipation in the Defense Community and shows definitely
neutralist aspirations. In the demestoe field German Secialism is
showing tendeneies towards radical ecenemiv transformations, de¬
Mands nationalizations and the reduction of working hours, a streng
centralization ef the State. It is geing with this programme inte
the electeral battle - and in seme instances is even showing hesti¬
lity te tne Churches. ;

It is this Seeiakist attitude which is bringing about a
radical ehange in the Communist attitude. While this is net yet
apparent en the surface, it is a matter which is being actively dis¬
cussed in the tep Cemmunist leadership. The Cemmunists are now dis¬
eussing the questien whether they should net, in the ceming ean
paign, threw their support te the Seeialists - net epeniy, but by
erdering the better party elements te werk and vote for the Socia¬
list ticket. The Cemmunists would be sure te lose every seat they
have now 3 but they would net mind if by the same teken they eeuld
ebtain the dewnfall of Adenauer and a poliey less intent at rearma¬
ment,

This attitude ef the German Communists is but the reflec
tion ef the over-all poliey of the Cemmunist powers as ebserveable
in Benn. It is quite cleqr new, that the great emphasis is laid en
splitting Eurepeans and Americans, of strengthening European Neutra¬
lism by all the means of political warfare. This is today the para¬
meunt thought ef Moscow, The American emphasis on the danger off es¬
piennage is all wreng in this connection. There are naturally spies
in West Germany ; plenty ef them. But they are nat the real danger,
Mest of the military seerets are anyhow common knewledge. What is
today dangerous te a supreme degree is the pewerful erganization of
politieal warfare, the neutralist and Anti-Americam Front. This ex¬
tends inte every party, every run ef life. According te serieus
estimates made by responsible Germans ef tep-flight importance,
fer every Mark spent today by the Seviets in West Germany en espion¬
nage at least three Marks are spent en political and psyeholegical
warfare, The machine works with a smeoth efficiency, whieh makes
the admiration of the experts, One ef the ablest men of this new
Soviet Prepaganda kine - in fact one of the mest dangerous men in
Germany teday - is a relatively ebscure newspaper man in Benn,
ene W.K.Gerst. He ia very able, sonee he dons the religious eleak,
attendg Church regularly. His office is the office Ne 1 ef the
Bonn Press Building. He is the representative of ADN, the official
news Agency ef East Germany. But at the same time he represents an
American paper, the " National Guardian" ef New York City. This
