psychological warfares

In the present phase of the kast-West struggle, increasing
emphasis is placed on both sides on the question of psychological
warfare; the propaganda crossing back anu forth through the lron
Curtain, the work of agents, the intelligence activities, the preparatio:
for the future structure.

These preoccupations use sone of the best brains in the Sovis
and in the Western worlde it has become a vital issue.

Such work however can be effective only, if baseú on a claar
understanding of the mentalities mi needs involved, ún the western
side blunders have been made, because responsiblé/1 ve either lacked
knowledge and experténce or have given priority to small political
interests over the larger question involved. Consequences of such
errors have been disastrous: they account for many ill=feelings and
for many useless heavy sacrifices among the best behind the Iron
Curtain.

This is the reason why reactions received from Hungary itself,
in connection with "Magyar Jovo" seem to us of greatest importance.
Once again and very clearly they give evidence of facts that at several
occasions we have pointed out already, namely the spirit and, the
merality that lives in Hungary. It is the vital factor on which to
base present work and future planning.

ADDITIONAL NOT.

Secret and not for publication: Confidentially, the following
details can be revealed as to the work of "Magyar Jove", The men
responsible for the drafting and writing of the paper are in Hungary
itself. They are however in close and continued contact with the West
and thus receive all the information they require. they select and
present the material in the way which they know: by their own experience
to be the most suitable for Hungarian purposese the wtitten draft
is then taken outside hungary, where the paper is actually printed.
fhis indeed is a very great protection, since underground experiences
have always proven? that it is practically impossible in the long run
to keep a printing installation hidden from a well run Secret Police
systems Indeed such installation requires space, machinery, additional
labor, paper supplies and means of transpoptation and distribution. at
one point or the other, such activity is always discovered. - The
ideal solution therefore ~- as applied by true and serious underground
movencnts — is to have a small and absolutely reliable cditing staff
in the country, in touch with its life and mentality. The actual
priniing however is msde in safety, West of the iron Curtaine since
leaflets are small and handy, and the circulation not too large, it is
not difficult to have the couple of thousand copies smuggled in monthly
and distributed. ‘this procedure howetgr has to kept an absolute secret,
So as not to give any clue to the hungarian Secret roiice.
