called caracteristic has been made, a mass of filed facts plus
an almost psycho-analysis of the person, But this is not done
by ome man alone, On each person four Agents, not knowing of.
each other, have been put in charge to make a full report, Hence ~
every person is fully studied, From these four independent reports
a fifth person, unconnected with the previous ones, makes then up
the full picture of the person, which thereafter is checked by
another one against the person itself. If all agree, then the
picture and caracteristiec is filed by MVD, and the person is
completely known and observed, For instance the filing in Vienna.
covers thoroughly almost 600.000 people. This tremendous picture,
which covers France, Italy, Austria, Germany, Great Britain,
the Benelux Countries, Seandinavia, and to a lesser degree the
Iberic Peninsula was concentrated in several places, among them
Vienna, Berlin, Leningrad. Now all these files have been moved
from these cities, or are being moved to secret country ioca~ 7
tions far ther inside the Soviet realm - far away írom towns where
they might be the victim of bombs. ő
; Finally the sixth fact is the economic policy of the
USSR. The drive on the Satellite countries to increase the out¬
put of their heavy industry, especially of their armament indus¬
tyy is universally noted in each one of these countries. sg is
true in every one of the European Satellites, since it is the
consequence of centralized orders, These orders are different |
from ;,previous ones sinve they do not so much insist on the ful¬
filiment of the plan. Under these fulfikiments, it was usual in
satellite countries to work hard towards the end of the period, .
to over=produce, but not to care about quality. Now the main in=
sinstence is on first class quality and on a stready flow of
