Simylataneously with those “inner deportations" - and for
much the same reasons - the "transplantation" of what still remains
among minority groups was decided, These are the ramainder of the
German-speaking populations from Transsylvania and the Banat, the Serb
minorities along the Danube ond important Hungarian groups in Trans¬
sylvania. The latter provinne therefore - being the most unreliable
part of Rumania ssxfaxxamxemmn in the eyes of communist leaders - was

With such swift action, Soviets obtain a three-fold aims
elimination of their enemies, terrorization of the population and
increase of inexpensive manpowerefor governmental purposeSe the huge
project of the Danube-Black Sea chanel, the fructification of the vast
Baregan steppe, the new umanium mines discovered near the Danube in
the Turnu-Severin and in the Galati regions, the construction of a grea
number of Russian military camps and air fields and finally the
collective governmental farms: all these are projects claiming for the
mobilization of many hands. They are now carried on, large scale, with
foreed labor bataillions.

Religious persecutions.
According once more to the general communistic pattern, fiere

persecution of the Church precedes and continues aloggside with all
other repressive measures and with the absolute levelling and unificati
under Moscow dominatione

The Rumanian Orthodox Church, having made its total submissio
to Moscow, has received a status «nd lost all its independence.

The Catholic Church who resisted has been hardest hite At
first communists tried to split the Church and to gain - through
persuasion or threat - the priests and members of its Greek rite to
join Orthodoxy. With théér failure to reach this aim - except for
individual cases - communists launched an all-out persecution in order
to extirpate Catholicism from Rumaniae All the bishops without exceptic
end about 800 priests are among the victims. The maintenance of any tie
with Rome was strictly forbidden.

Checking against each other a number of most reliable sources
of informations, this observer was now able to establish the follwing
account of what has happened to the Catholic Rumanian episcopate of
both the Latin and the Greek rites.

Latin rite:

Archbishop Alexander Cisar of Bucharest was deported to a forced labor
