The appointment of the new Cabinet of the Viet Nam is
the answer to this definite French policy. Having taken
heart by the clear-cut French decision, the Vietnamese will
now enter the fight against the Communists with all their
might.
For that purpose, Nguyen Van Tem is ideally suited.
He is universally respected in the Viet Nam as a man of
courage, extreme energy, and integrity. His programme
which he announced, is one of large national concentration,
instead of the rather limited group on which the previous
Government was based. Nguyen Van Tam is going to appeal
to all anti-Communist groups on a twin programme - pursue
the war with all means, and at the same time carry out those
essential social reforms which are important for gaining the
large masses of the people to the Government. In this
sense, Nguyen Van Tam has laine that he would immediately
start a large scale land reform, breaking up the big estates
and handing them to the peasants. As is known already, the
programme of Nguyen Van Tam will not be one of confiscation.
He will give compensation to the land-owmers, and try to
bring them into the developing industry. Fur thermore,
Nguyen Van Tam has immediately invited the Cao Daists and
the Catholics to join his Cabinet, which should make already
a very great increase in power. This is the more importent
since both Cao Daists and Catholics are known to be extreme
nationalists. An appeal to nationalists at this very moment
is great wisdom, since even in the last three or four weeks
local riots have taken place in the Communist Viet Minh
Forces, between nationalists and Communists. At a time,
therefore, when a split between Communists and nationalists
in the Viet Minh seems to be a possibility, it is a very
fiw move of Nguyen Van Tam to try to gain nationalist
support for his Government, and thus to increase the internal
difficulties of Viet Minh.
