and this is important, in the Soviet opinion the last word has
not yet been said on the Eastern Borders of Germany, and Commu= —
nism, hence, should not identify itself with a border the Soviets
shemselves consider as untenable on the long run? The Soviets feel
tha’ consequently Grotewohl has lost most of hié‘usefuliness for
them, and that he will have to be replaced as soon as a new policy
shall be initiated om the questions of the borders.
This os Foreign Mibister Dertinger, the chief of the alleged
moderate wing of the regime. It is clear now, that his demotion
is only a question of a short tine, since quite obviously he too .
could not be used in ease of a new shift of policy. The other many
curiously enough is Gerhard Eisler. Tie fomer head man of Con=¬
munism in Americah, is blamed by the Russians of inability and
inefficiency in his office. He is sharged for the obvious biun¬
ders of his public relations work, But, and this is noteworthy,
while clearly there is a drive against Dertinger which must lead
+o wither his flight West or his arrest, the seme thing is not _
irue for Bisler. The Russians, at least right now, seem to feel,
that Eisler was simply put into a position for which his other=
wise valuable capacities do not fit, That he was fine as long
as he could work as a half undercover agent, but that he was un¬
able to fulfill the duties of Minister of Propaganda. That hence
he should be returned to those activities that fit his taLlentse
Consequently indications are, that if and when Bisler is remo=
ved from his present office, he is most likely} slated. for em¬
ployment in the staff of direct Stalinist Agents, to be sent from
one country to another where revolutions should be prepared or
carried out, Bisler would thus disappear for a tine, d then
jive in this twilight in which revolutions are prepared in the
group of the Agents who like Kajnikoff, Fratkin Schmul, Miersky,
frilisser are at the call of Stalin all over the globe - one day
in the Western Hemisphere, the next in Asia, then again in Europe"
Of the present mzn of the Pankow Regine only two are so
