The line of action given now to the Communist Agents
is to approach four groups of people in order to corrall them in
favour of Communism 3%
The first of these are the Asiatics and Hindus, whose importance
can not be overestimated, Here the line is one of Asiatic natio¬
nalism, pointing oyt to them that with Russia and a Communist
Undia they would be the masters of the African Continent. So
far this line has given wide sutcess, so that a surprisingly
high percentage even of the wealthier Indian traders is already
favourable to Communism.
The second group are the completely backward negroes, There no
Communism is sold. But according to newest Communist directives
the duty of the Agents is to take sides with the Medicine Man
against the tribal chiefs and the missionaries. Everywhere today
the resurgence of the Medicine Men is rrported, and in many in=
stamces the hand of Moscow can be perceived* The Medicine Men,
tracked down in their superstitions, intensely jealous of the
missionaries, are easily swayed by the Communist line, which
tries nothing but to arouse their hatred against the white. This
is being increasingly wielded into a force which it would be
important to observee
The third group are the negro proletarians,. These people, taken
out of their tribal environment and brought into thines and industry
are easy prey to the Communist agente They are by nature subver=
already something from the white political ideas, It is this group
on which Moscow counts as shock troops especially in case of a ware
the fourth and most vocal groups are now the Negro intellectuals,
who have received something they call education in the colleges,
and who now hope to get ahead in the political upheavals. This
group is especially dangerous in the liberal colonies like the
Gold Coast or in some French Colonies. They are the most obvi=
ous group at present, though they are less dangerous than for
instemce the first and third group, since they are more easilt
recognized and can be rendered harmless more easily in case of
Ware
It should be noted that ali the actions in Africa at
present are correlated to military plans, In the joviet Legation
ail the officials who direct the subversive activities in Africa
are Officers of the Red Army, a11 with past training in the
intelligence Schoole
It would be important that the new British Governement
shruld do something in its colonies to check more carefully thas
dangerous influge :
