The conelusions reached were two-foldg The Party accused itself first of 211 of opportunism: it had relaxed in fighting against the enemy and in cousiamtiy developing its own idcolory. The Party leadership therefore decided that one of the most pressing duties was the creation of a special university to give this lacking basie knowledge and the needed expertence to the forthcoming commnunistie propagegdists and leadcrs, In a recent dispatch the news has been given thet, fexik with the beginning scholar year, 4000 courses in Russian will be started in the sehools of the country. “Some more interésting details have been received, in connection with that language probleme Through out the vac&étion period .- thet is from June to August - 33 dummer schools were held to be attended by 3.500 teachers. The curriculum was the most intensive study of the Russian langyage, Candidates for these courses were designated by higher school authorities; attendance was compulsory. Important advantages were granted to teachers who had passed the language test. They were automatically advanéed in rank and were given 100% selary increases = Moreover a special survey was made among teachers, public employees and members of police forces registering all those who have suffieientrY knowledge of both the Russian and the Hungarian language, to be umed as either teachers or translators. = i This simple fact seems to point towards a total change in Soviet pnolthy towards its satellite. In past years, especially since 1946, the Soviet Union had developed special Hungarian departments at some of its Universities. " The most important of these were located in Uzhorod (Carptho#tirraine),, Kiev (Ukreine), Rostov on the Don and in Tiflis (at the feet of the Canensus). These Universities were forming engineers and technicians who were gíven - if enlisted in the Hungarian Department - special training in the Hungarian language and in the knowledge of special Hungarian conditions, insofar as these are of interest to the aime which Soviet policy want to obtain in the satellite country, After termination of their studies, these experts, technicians or engineers were then sent - on the basis of technicel assistance agreements - to Hungarye - Here they are placed in publie adminkétration and in the vital production centers. Their assignemnts, are manyfold: direction of a specifie department or services control of productions’; supervision and help extended on the many thousands of Sovtét specialists now working in Hungary. 94 Since last summer however, the trend seems reversed.
