The reason given is the danger of an American bacteriological warfare spreading diseases among Chinese hig rezso and harmful insects on its crops. fhe campaign consequently takes a double aspect: Preventive hygieneg is fostered, especially in populated city centerfs. School children and communistic youth are instructed to apply and spread habits of cleanliness; public health inspections are re-enforced; inoculation against epidemics is being organized on the largest scale; competibions in tidiness are started among homes, streets and neighborhoods.
